Swedish media on the citizenship test: public service, offentlighetsprincipen and källkritik

Free media, the principle of public access, SR, SVT and UR, and source criticism. What the medborgarskapsprov asks about the media chapter.

Chapter 6 of Sverige i fokus, pages 20 to 21, is about the role of media in a democracy. It is a short chapter with several sharply defined concepts, which makes it efficient to study for the medborgarskapsprov.

What the test can ask

  • The baseline: media in Sweden are free, protected by two constitutional laws, and the state cannot decide what they say.
  • Offentlighetsprincipen: official documents at public authorities are public, anyone may request them unless they are under sekretess, and the point is to let journalists scrutinize power.
  • Source protection: a person may give information to the media without punishment and has the right to stay anonymous.
  • The ansvarig utgivare: one legally responsible publisher per newspaper or channel, bound by laws against defamation.
  • The media economy: private media financed by ads and subscriptions, versus public service.
  • Public service by name: Sveriges Radio, Sveriges Television and Utbildningsradion, financed by a fee via taxes, no advertising, required to be independent and let different opinions be heard without taking sides.
  • The web caveat: anyone can publish on social media, so content there is not checked the way other media content is.
  • Källkritik: questioning and verifying what you read, see and hear.

Terms worth knowing

allmän handling (official document), saklig (factual), källa (source), granska (to scrutinize).
