Swedish law and justice on the citizenship test: grundlagar, courts and allemansrätten

The four constitutional laws, the court ladder, the criminal process and the right of public access. The heaviest chapter on the medborgarskapsprov.

Chapter 5 of Sverige i fokus, pages 16 to 19, is the law chapter, and it is one of the longest in the official material for the medborgarskapsprov. It rewards structured studying because so much of it comes as lists and sequences.

What the test can ask

  • The four grundlagar by name and by function: regeringsformen, tryckfrihetsförordningen, yttrandefrihetsgrundlagen and successionsordningen. Matching the right law to the right function is a natural question format.
  • The limits of free expression: förtal, hets mot folkgrupp and hate crimes are illegal, as is spreading information that harms Sweden's security.
  • Allemansrätten: what you may do in nature (walk, cycle, paddle, camp a night, pick berries and mushrooms) and what you may not (fields, gardens, littering, protected plants). It is protected in the constitution.
  • The justice chain: police investigate, åklagaren decides on prosecution, courts judge, Kriminalvården handles sentences, and Brottsoffermyndigheten supports victims.
  • The court ladder: tingsrätten first, hovrätten on appeal, Högsta domstolen only for certain important cases.
  • The criminal process in order: report, interviews, preliminary investigation, anhållan (up to 72 hours), häktning. Sequences like this are ideal multiple-choice material.
  • The principles: innocent until convicted, independent courts, the right to a defense lawyer, the right to appeal, lay judges appointed by political parties.
  • Age of criminal responsibility: 15, with a 2026 government proposal to lower it to 13 for serious crimes, and what the criminal record can affect.
